 Taking the net scripts as an example, some of the daemons i.e ntpdate,
 sshd depend on the virtual/net service.  In turn should the virtual/net
 service which is provided by net/any depend on the script that provides
 it.

 The problem with the current dependency check for stopping services allows
 net/eth0 to be shutdown before system/mountfs/network which is wrong and
 makes system/mountfs/network slow 5+ secs to stop
