 When a regular user runs /sbin/initng, the system seems to reboot,
 restarting services and the like. Also, a running display manager is
 terminated and restarted, daemons that have open connections close them.
 This can lead to data loss (e.g. with NFS or Samba) and is a way for a
 mavelous user to compromise a running system.

 InitNG should check if (a) it is already running and (b) the UID of the
 calling user is 0 (root).
