 use case:
 you want to provide a service (a.i) which should be started before b.i
 runs.
 the b.i script should not know about the other service, as the a.i is only
 needed on few systems.

 atm you would need to patch the b.i script on the specific boxes to depend
 on a.i.
 having something like "is_required_for b.i" could tell initng to launch
 a.i before.
