[Initng] Initng 0.7 / syslog plugin

Nice to hear that the project isn't dead. Bad timing though. I've just
now got initng-conf-gtk into Fedora, now I have to update it so it'll
work with initng 0.7...

Changes done to the initng-ifiles will be migrated to initng-scripts
before release, right? (or maybe that's already done. I haven't really
checked. But everything I've fixed in initng up to now has been fixed in
initng-ifiles...)
