[Initng] powertweakd initscript

Hello. I asked on IRC about my initscripts and ismael found several I had for 
which there are no ifiles. He asked me to mail them in individually, and 
that's what I'm doing now. This one is for powertweakd, a CPU power usage 
regulator daemon.
