[Initng] kde-guidance initscript

Hello. I asked on IRC about my initscripts and ismael found several I had for 
which there are no ifiles. He asked me to mail them in individually, and 
that's what I'm doing now. This one is for some Debian thing related to KDE. 
I'm not sure what it does, exactly. After searching around a bit, I found
